THE ASSOCIATION

1. What is the Homeowner's Association (HOA)?
The HOA is the collection of all homeowners/renters as well as the elected board that represents the neighborhood. If you live in the neighborhood, you are a part of the HOA.

2. What does the HOA board do?
The HOA is responsible for maintaining and enforcing standards set forth in the CCRs of the neighborhood to ensure that the needs of the neighborhood as a whole are represented, as well as to maintain consistency in the neighborhood. The HOA does not mediate neighborhood disputes and/or field complaints from neighbors.

3. Does the board vote?
Yes. The board does vote and/or makes decisions on issues impacting the neighborhood. However, for issues that are spelled out in the Crystal Creek CCR guidelines (including changes to the CCRs themselves), the board may make recommendations but ultimately, will request a formal vote from homeowners.

4. How often does the board meet?
The board is scheduled to meet quarterly, but may also meet on occasion for special planning related to events or to address an issue that is urgent and cannot wait for the quarterly meeting.

5. Can I attend board meetings and/or address the board?
Absolutely. Regularly scheduled meetings are listed on the CCHOA website and are usually hosted at a board member's home. If you have an interest in attending and/or speaking on an item, please email the board at crystalcreekhoa@gmail.com for the meeting location and to add your agenda item.

6. What positions make up the HOA Board?
At this time, the board is made up of the following positions:
President
Vice President
Secretary
Treasurer
Communications

In addition, the board has appointed the following committees:
Architecture
Safety
Welcome
Activities (includes neighborhood picnic, garage sale, dumpsters)

7. What is the difference between the HOA board and HOA committees?
The HOA board is made up of elected members that represent the neighborhood. The board may request for neighborhood volunteers to be a part of a committee that focus on a specific area of responsibility (for example, the Architecture committee only focuses on exterior home change approvals).

8. How is the HOA board determined?
New board members are typically voted in by existing board members based on an expressed interest in volunteering by residents of the neighborhood.

9. Are the HOA board members compensated?
No. The board is a volunteer organization made up of Crystal Creek homeowners who have agreed to represent the neighborhood in matters related to architecture, safety, dispute resolution and other administrative responsibilities.

10. Can I volunteer to be a part of the HOA board?
Yes. As HOA board members either move from the neighborhood and/or resign from a board position, a request for volunteers is put out (usually at the Neighborhood Picnic in the summer). From this pool, prospective board members are interviewed and the board votes on a replacement.

11. How can I contact or communicate with the HOA board?
As all board members have other responsibilities outside the HOA, email is the most direct way of communication with the board. You can reach the board with your comments or concerns by emailing crystalcreekhoa@gmail.com .


HOA DUES

12. What are the current HOA dues?
At present, Crystal Creek HOA dues are $40 per year.

13. What are the dues used to pay for?
The dues that homeowners pay are used to fund services and activities that keep the neighborhood running and cohesive. They include:
The HOA website
Landscaping and insurance for the Crystal Creek monument
Providing an opportunity to recycle bulky waste
Neighborhood meetings/picnics
Signage and communications
Other incurred expenses

14. When are my HOA dues due to be paid?
Dues are always collected at the end of each year to pay for expenses incurred for the following year. Statements are typically issued in October 1st and the payment is due December 1st. Please keep in mind that these dates may vary slightly from year to year.

15. What happens if my dues are not paid?
If you miss the due date, a fine will be assessed in addition to the annual dues amount. If not paid within 30 days, a secondary fine will be assessed. If still not paid, a lien will be filed against the property (at the expense of the homeowner). A lien is a legal claim to a financial stake in the property. This lien will need to be cleared prior to the any sale of the property.

ARCHITECTURE

16. I want to make changes to my home. What do I need to do?
Prior to making any changes to the exterior of your home including any structural changes, additions, repairs, paint (including repainting your home), you must fill out the architectural request form and submit it to the architecture committee for review and approval. Once approved in writing, the changes can be completed. For more detailed information, please visit the CCHOA Architecture site at www.crystalcreekhoa.org.

17. Why do I need approval to make changes to my home?
One of the duties of the HOA is to maintain the integrity of the neighborhood and maximize property values whenever possible. The review process of exterior changes is in place to ensure that any changes that are made to the home enhance the property and are in line with neighborhood standards and expectations. In most cases, the requested changes are approved with very few changes. In more complex situations, the Architecture Committee will engage with the homeowner to reach a win-win situation for the homeowner and the HOA.

18. Whom do I contact to request approvals for architectural changes?
Any changes to the exterior of the home are submitted to and approved by the Architecture Committee. Forms and contact information can be found on the Crystal Creek HOA site: www.crystalcreekhoa.org.

19. What can happen if I complete exterior changes without the approval of the Architecture Committee?
If work is in process or completed without the necessary approvals, the homeowner may be asked to stop progress on the project until approvals are received and/or restore the home to the prior state. In the case of paint colors that have not been approved, the homeowner may be asked to repaint the home in an approved color combination.
In addition, the homeowner may face fines and a possible lien on the property until the changes to the home are in a state that the committee can approve the modification.


FINES

20. Can I be fined for not complying with HOA rules or regulations?
Yes. Typically a homeowner is issued a warning, but if the violation is not rectified a fine will be assessed.

21. Can I dispute a fine?
If you feel that you have been fined in error or would like to discuss your situation with the board, you may either contact the board via email at crystalcreekhoa@gmail.com or plan to attend a board meeting to discuss in person.

22. What happens if I don't pay a fine that has been assessed?
If a fine remains unpaid, the board will escalate the fine up to and including a lien on the property.
